Starbucks - Not able to sit-in the coffee shop

I have been a customer at Starbucks Canada (Pinecrest & Iris) for over 20 years. With the Pandemic still here. Ottawa Ontario is reopening their coffee shops and restaurants and allowing customers to sit it and dine. Starbucks is the only coffee shop that will not allow us to dine-in but a take-it to go. Your Starbucks Coffee Shops are on Canadian soil and also in Ontario should go under our rules and not your own rules. Why are they not doing that?
